ADB awards 2009 Best Project

(KPL) The Asian Development Bank in Laos yesterday provided the 2009 Best Project implementation team award for the ADB financed projects to three outstanding development projects.

The Ministry of Planning and Investment (MPI) and the Asian Development Bank (ADB) for the second time are recognising with awards the top performing project implementation teams of the year in the country. Among the 45 project implementation teams qualified for the 2009 consideration, the top three awards went to the ADB assisted project teams in the three ministries of agriculture and forestry (MAF), and education (MOE), and public works and transport for good performance and overachieving development results. Moreover, there are four projects recognised for their efforts, which will deserve certificates of appreciation.

The MPI together and the ADB-Lao PDR Resident Mission (LRM) in collaboration with line ministries undertook a rigorous evaluation review of all ADB-financed projects in the Lao PDR using a specific set of criteria involving the quality of project management, including procurement management, implementation of performance as discussed during the quarterly portfolio review meeting, contract awards compared to target, disbursements compared to target, timely submission of audited Project account, communication with ADB office and line agencies, and staff turnover, to select the top performer for the year.

In 2009 the best performing implementation team of ADB assisted Projects in the Lao PDR was awarded to the L2086 Northern Community Managed Irrigation Sector Project implemented by the MAF’s Department Irrigation. A loan project of US$10 million is designed for community managed irrigation in the northern provinces of Laos.

The first runner-up was awarded to the Loan 1844 Second Education Quality Improvement project implemented by the MOE’s Department of Teachers’ Training. A loan project of $20 million is designed to improve education quality throughout the Lao PDR.

The second runner-up was awarded to the G0016 Northern and Central Regions Water Supply and Sanitation Project implemented by Department of Housing and Urban Planning of MPWT. A loan project of 10 million is designed to support water supply and sanitation in Northern and Central region towns.

In addition, there are four more best projects with good achievements that are presented certificates of appreciation of the Ministry of Planning and Investment namely: (I) Loan 1933 Nam Ngum River Basin Development Sector project implemented by MWPT; (II) loan 1949 Smallholder Development Project implemented by MAF; (III) JFPR 9117 Alternative Livelihood for Upland Ethnic Groups in Houaphanh Province implemented by Houaphanh Province; and (IV) loan 2259 northern Region Sustainable Livelihoods through livestock development implemented by the MAF.

These projects are contributing to improving the living condition of people as well as the economic growth of the Lao PDR.

The 2009 best project implementation team award was presented by the Deputy Minister of Planning and Investment, Mr. Thongmy Phommisay and the Director General of Southeast Asia Department of the Asian Development Bank, Mr. Kunio Senga.
