Houaphanh: Groundbreaking Ceremony for Viengthong Secondary School construction

(KPL) The construction of the Viengthong Secondary School, Viengthong District, Houaphanh province, started on February 20, 2010 in a ground-breaking ceremony. This project is being funded by the United States Government and the U.S. Pacific Command (USPACOM), as part of the continuing USPACOM Humanitarian Assistance Program (HAP). It is expected to be completed by December 2010.

Representatives of the United States Government attending the ground-breaking ceremony included Mr. Thomas E. Daley, Chief of the Political and Economic Section, U.S. Embassy; Ms. Dawn Heuschel, Humanitarian Assistance Program Manager, Defence Security Cooperation Agency, Washington, DC; Mr. Jeffrey Harris, Humanitarian Assistance Program Manager, USPACOM, Hawaii; and Mr. Stanley W. Wharry, Project Manager, U.S. Army Corps of Engineer, Alaska.

Representatives of Houaphanh province attending the ceremony included Mr. Phomphan Keomixay, Deputy Governor of Houaphanh Province; Mr. Bounheuang Phanchangly, Deputy Chief of Provincial Education Division; Mrs. Boualien Khammeunkhoun, Viengthong District Governor; Mr. Vaithong Bounmanyvan, Chief of Education District Office; Mrs. Siene Sidavong, Director of Viengthong Secondary School, Mr. Khemphet Sinouannoi, a representative of th Ministry of Foreign Affairs, and other Lao Government officials.

The Viengthong Secondary School is being provided on behalf of the American people, to express their deep gratitude to the government and people of Houaphanh province for their support and cooperation in the search for remains of Americans missing in the Indochina War.The U.S. Embassy, in coordination with the U.S. Pacific Command (USPACOM), has provided humanitarian assistance projects in rural areas of Laos for more than a decade, including primary schools, medical clinics, irrigation systems and clean water supply systems. This school is one of five expected USPACOM Humanitarian Assistance Projects during that will be provided this year, for a total assistance package of more than $1.5 million USD.
