Government monthly meeting for August ends
(KPL) The monthly Cabinet meeting for August was held on 26-27 in Vientiane under the chairmanship of Prime Minister Bouasone Bouphavanh.
The meeting approved documents to develop human resources in the health sector, manage domestic staff working with international organisations, and set the quota for new government positions for the 2010-11 fiscal year.
The meeting also approved a plan to meet demand for a total of 17,000 new government positions for next financial year, including almost 9,400 places for teachers.
The meeting also granted in principle approval for a strategic plan on the development of health officials from now until 2020, which seeks to improve shortcomings within the health sector and improve healthcare services. The Health Ministry was asked to further improve the strategic plan in line with cabinet members’ comments before presenting it to the prime minister for promulgation.
The cabinet also gave in principle approval to a draft prime ministerial decree relating to the management of domestic staff working with international organisations in Laos. The decree stipulates regulations to protect the rights and interests of both the staff and the organisations.
In this regard, the meeting agreed that Lao staff working with international organisations must be centrally managed by the Ministry of Foreign Affairs.
The meeting assigned the Ministry of Foreign Affairs to collaborate with the Ministry of Justice to further improve the newly-approved degree in line with the cabinet members’ comments before it is presented to the prime minister for promulgation.
The cabinet requested the Ministry of Education to improve a prime ministerial decree on translating the Education For All policy, which has already been approved by the government.
The meeting considered and gave advice on a draft prime ministerial decree on translating and implementing the Investment Promotion Law, as well as the draft National Plan on the Prevention of Human Trafficking.
The Ministry of Planning and Investment and the Ministry of Public Security were asked to work with relevant sectors to improve the two draft documents in line with comments made by the cabinet before submitting them to the government meeting in September.
The cabinet received a report on the allocation of the state investment budget to central and local government organisations for the 2010-1 1 financial year. The cabinet called on all government organisations to ensure that they fulfil set goals for the upcoming fiscal year, particularly targets for the collection of revenues.
The cabinet suggested state organisations explore new revenue sources including converting assets into capital, issuing bonds, share sales and promoting domestic and foreign investment.
Mr Bouasone concluded the meeting by highlighting areas for government agencies to focus on in the coming month. He instructed officials to make greater efforts, and improve coordination, in maintaining security from now until the upcoming 9th Party Congress. Officials were asked to ensure measures are in place to deal with natural disasters in a timely manner and to address the impacts of recent extreme weather events. The premier instructed relevant organisations to promote increased rice and foodstuff production, monitor the replanting of crops destroyed by recent floods, and to assist farmers prepare for the next dry season. Officials were asked to pay attention to controlling the spread of dengue fever, blue ear disease and other communicable diseases.
Mr Bouasone also instructed the relevant officials to enforce measures relating to the management of product prices, particularly rice and other food items, in order to curb rising inflation.
